The article analyzes the poorly studied problems of the agricultural and economic history of the USSR in the second half of 1960s — the first half of 1980s, associated with the attempts of the state agencies’ more efficient use of resources for the development of the agricultural sector. The author, using the materials on the Western Siberia, concludes that the practice of funds misuse in the agricultural sector showed no reliable economic and legal mechanism capable of preventing such actions, the failure of administrative methods of management, and the limited capacity of the kolkhoz democracy.
