Abstract:

This article focuses on industrial construction experience during the First Five-Year Plan (1928-1932) basing on the example of Tyumen. It was found out that under the acute shortage of resources that the country and society faced, a major economic construction and modernization of production could be carried out primarily through the “transfer” of funds from the agricultural sector and the increase of labor intensity of workers and employees. The chosen strategy allowed to make an important step towards the industrial development of the city. At the same time, this type of economy was characterized by low economic efficiency in the industrial sector, fixed assets increase (2.5 times) was much higher than the rate of increase in production volumes (70-80%). As a result, the process of industrial upgrading in Tyumen was partial not only in terms of traditionally low standard of living or poor state of the urban environment, but also in terms of economics.
