On the problems of planning and executing the state defense order in modern geopolitical conditions

Abstract:

This article analyzes the dynamics of expenditures on national security, law enforcement, and national defense, the results of which show an increase in these indicators, which, however, does not solve the disruptions in the execution of government contracts, which often turn out to be less than product manufacturing cycles. The author considers the main features of the production planning procedure in the chains of multilevel cooperation within the framework of the state defense order execution, as well as the statistics on contracts signed by one of the enterprises of the defense industry; that has helped in detecting the ties between the duration of the production cycle and the deadlines disruption. The analysis of the regulatory framework was carried out, measures of administrative and criminal liability for failure to meet the deadlines of state contracts were considered. The conclusion highlights the relevance of the task of considering the possibility of adopting a long-term budget for Government customers in order to sign long-term government contacts with lead contractors for conducting procurement procedures and signing contracts with cooperation.
