Abstract:

The author considers two questions. In the first section of the article, he characterizes the conference topics as meeting the objectives of the new stage of research on the sociocultural evolution of the Russian regions and offers his emphasis on understanding each topic. It is especially important, according to the author, to focus on the tasks of establishing a welfare state and on substantiating its main parameters as a state of all regional welfare. In the second section of the article, the author proposes the task of creating the fundamental library “Regions of the New Russia” and substantiates the possibility of its solution with the initiative activity of participants in the interregional program “Problems of the Sociocultural Evolution of Russia and its Regions”.
