Abstract:

The acceleration of the society’s development pace and the formation of a new system of labor relations affect the state of labor resources, labor potential, and labor market. In this regard, the state should monitor the current situation and develop effective management decisions regarding the emerging problems in this area.

The purpose of the article is to analyze the state of labor potential in the Ulyanovsk Region and to identify the problems related to the regulation of labor resources in the context of the region’s state policy. To analyze the situation in the work, the authors have employed the methods of statistical analysis, content analysis of legal documents, and cause-and-effect analysis.

Analyzing the system of labor potential of the Ulyanovsk Region, the authors have considered the problems requiring state regulation: unemployment, labor migration, as well as the level and rate of wage growth. The level of registered unemployment in the Ulyanovsk Region is low: it is among the top ten regions in this regard in the Russian Federation. Yet, this indicator varies from area to area from minimum to maximum by five times. Active, skillful, and young citizens leave the region. The balance of interregional migration of the region takes negative values. The results of sociological research mention the search for highly paid work, self-realization, and job search as the main reason for migration. The level of migration sentiments is quite high, especially among the young citizens of the region.

The Government of the Ulyanovsk Region implements a number of measures related to the effective use of labor resources. They have formed a plan of balancing the labor resources of the Ulyanovsk Region up to 2022. That shows that the authorities of the region are aware of the necessity to monitor the state of the labor resources for their effective use. They have identified the problems in this sphere (which are regional as well as national) and adopted normative documents to address or mitigate these problems.
