Abstract:

The article states the influence of the form of state as an external element, on the one hand, and of the state's content as an internal element, on the other. The author researches its main characteristics and elements analyzing some essential features of the forms of state. He also discerns their peculiarities and prognoses further evolution of the form of state system and its influence on the development of the state itself. The author underlines their indissoluble combination. 
The author argues that the analysis of the form of government allows us to conclude that some of elements are losing their former legal significance. According to the author, the elements of the government can collectively characterize the form of state as a complete category. Especially, the elements reveal the degree of centralization and decentralization of public administration, show the concentration and deconcentration of authoritative powers and their allocation between the public authorities and administration. 
The author asserts that the form of government in its modern sense should be construed as a state structure that reveals the foundations of the public authority especially the order of formation of state agencies, the mediation of their system, territorial organization supremacy of a state as well as the methods and ways used in its conduct.
