Abstract:

The educational system is one of the most important institutions that has its inherent regularities of development. Their analysis is one of great relevance for forecasting the development of the national and regional education systems. Such regularities are particularly important for the identification of links between education and social and professional structure of society, vocational guidance for the young generation, life standards, and public health. Educational system is a kind of social filter and social lift for youth. It is within the educational system that social conflicts, social inequality and other problems of the future society are generated. Spiritual, cultural and informational needs of people are powerful development accelerators and factors of life-long education. The scale and development needs of education are regarded as an increasingly important city-compositional and population-distributional factor in the contemporary world.
