Abstract:

The author of the article studies the accumulated Russian state historical and legal experience in preventing juvenile delinquency. He considers a system of juvenile delinquency prevention, existing in the Union of Soviet Socialist Republics. Moreover, the causal link between the modern problems of juvenile delinquency prevention and historical and legal expertise in this area is established by the author. Currently, the rate of development of the legislation regulating prevention activities in respect to juveniles is slowed down. The resulting "legislative stagnation" is largely due to the fact that the basic elements of the modern system for the prevention of juvenile delinquency are based on Soviet experience. In the Soviet state
a serious legislative breakthrough in the prevention of juvenile delinquency was made, that determined the evolution vector system of prevention for many years. Currently, however, the created at those times legal framework has exhausted itself and needs serious updating.
