Effects and prospects of regional prohibitions on labor migration in Russia

Abstract:

The article is devoted to the study of regional prohibitions on attracting foreign citizens who work on the basis of patents in Russia in the period from 2015 to 2025. The purpose of the study is to analyze the long-term dynamics of the introduction of this restrictive measure, its spatial and sectoral differentiation, as well as a comparison with the indicators of regional labor markets from 2015 to 2025. The study was conducted on the basis of a comparative legal analysis of regional regulatory legal acts, as well as an analysis of statistical data from the Federal State Statistics Service. As a result, groups of regions have been identified depending on the degree and duration of the ban on the employment of foreign citizens engaged in employment under a patent. A stable relation has been identified between the introduction of regional prohibitions and the redistribution of foreign labor flows, as well as increased polarization of regional labor markets. Isolated from a comprehensive regulatory approach, the policy of imposing restrictions on the employment of foreign citizens does not lead to solving regional problems, but to their displacement. The scientific novelty of the study lies in the long-term justification of the sectoral structure of prohibitions, as well as the justification for the need to move to a balanced strategy for regulating migration flows, taking into account measures to develop internal labor potential.
