Abstract:

In the context of macroeconomic instability, the disruption of many production and technological chains, and high dependence on imports, the need to develop regional production potential and increase its self-sufficiency is growing. It is substantiated that development institutions are one of the tools for meeting the financial and investment needs of manufacturing and increasing its self-sufficiency. The aim of the study is to clarify the role of the Industrial Development Fund (IDF) in ensuring the self-sufficiency of leading regions of the Volga Federal District (VFD) and to develop strategies for improving it. A methodology for assessing self-sufficiency is proposed, including indicators of industry performance and the IDF’s investment activity. The principles of aggregating indicators into an integrated self-sufficiency index are described. A downward trend in the average size of investment projects supported by the IDF is established. It is revealed that an increase in the share of institute investments does not always correlate with an increase in the total amount invested in the industry. An assessment of the industry’s self-sufficiency in the top five regions of the VFD reveals its potential for growth. It is substantiated that the use of strategies aimed at industrial development in more developed regions should be combined with measures to support manufacturing in less developed regions to ensure balanced growth of their industrial complexes. Practical application of the developed methodology can improve the quality of management decisions aimed at enhancing the investment attractiveness and self-sufficiency of the industry.
