Climate projects: Concept and mechanisms of legal regulation

Abstract:

The purpose of this study is to assess the current state of regulatory frameworks for climate projects in the Russian Federation. This paper examines the concept of climate projects and their relation to carbon markets, the main types of climate projects existing globally, and provides an overview of the main regulatory mechanisms for the development and implementation of climate projects (international, national, and independent). It also presents the basic principles of legal regulation of climate projects and examines the procedure for developing and implementing climate projects. It also demonstrates the discrepancy between the legal mechanisms used in the Sakhalin greenhouse gas emission limitation experiment and the basic federal climate law, casting doubt on the applicability of the pilot project’s results to other regions of Russia.
