This article explores national identity within the system of constitutional values and elements of national security. The author demonstrates that national identity is a systematized institution through which individuals interpret specific national, distinctive cultural values as unique attributes, through which they position themselves as citizens of the Russian Federation. This latter distinction necessitates a doctrinal differentiation between the concepts of “ethnic identity” and “civic identity”, as well as a theoretical understanding of their mutual influence on the formation of a national idea and the solution of national security challenges in the face of modern geopolitical conditions and threats. Indeed, the existence of an effective public-law mechanism for preserving and strengthening the traditional values of a multinational people, including those that constitute elements of the cultural identity of its constituent peoples and the formation of their national political identity, can ensure not only the prevention of violations of human and civil rights and freedoms — the primary objective of balanced activity across all branches of government — but also strengthen the legitimacy of public authority through the practical implementation of constitutional values in law enforcement. Particular attention in the article is given to the attempt to develop proposals for determining the permissible limits of the universalization of constitutional values that need to be established in the national legal system and based, first of all, on the preservation of the uniqueness and originality of the ethnic and religious mentality of the people of a given state.Keywords:
