The sustainable socio-economic development of the region depends not only on external factors. An important role among internal factors is played by the availability of qualified labor resources in the region. Therefore, the study of personnel security issues in the region is very relevant. The purpose of the study is to propose a more precise definition of the concept of “regional personnel security.” Unlike existing developments, the proposed interpretation is based on a deep structural analysis and synthesis of the conceptual essence of existing scientific economic theories in relation to personnel security in the region. The paper provides an overview of the relevant theories of the classical school of economics, as well as scientific schools studying the formation and development of human capital, organizational efficiency, adaptive stability of economic systems, and human-oriented economics. The obtained results of the study constitute individual elements of the methodological basis for the subsequent creation of tools for assessing the personnel security of the region and the development of recommendations for the formation of regional personnel policy in modern conditions.Keywords:
