The current state of compulsory motor third-party liability insurance in Russia is characterized by a combination of legal, economic, and organizational challenges, as repeatedly noted in academic literature and professional practice. This article examines the functioning of the compulsory motor third-party liability insurance system, taking into account recent legislative changes, the impact of regional disparities, rising unprofitability, and the prevalence of fraudulent schemes. The scientific contribution lies in a comprehensive comparison of regulatory innovations for 2023–2024 with actual monitoring data, which allows us to identify hidden trends and formulate proposals for improving the stability of the insurance market. The objective of the study is to assess the current state of the compulsory motor third-party liability insurance system and determine its future development. The study employs the analysis of statistical data, regulatory materials, and law enforcement practices. The results demonstrate the impact of digitalization, changes in pricing policy, and regional factors on the stability of the insurance segment. Conclusions are drawn regarding the need for stronger oversight, improved pricing, and enhanced anti-fraud measures.Keywords:
