Abstract:

The purpose of this article is to assess the current state and summarize the experience of developing pasture-based aquaculture in the Tyumen Region. The paper discusses the structure and movement of fish farming areas as the basis for developing entrepreneurial activity in pasture-based aquaculture. It was found that the main users of fish farming areas in the region are legal entities (limited liability companies), primarily under agreements concluded as early as 2015. Furthermore, every year, the Nizhneobskoye Territorial Administration of the Federal Agency for Fisheries organizes auctions for the right to conclude agreements for the use of fish farming areas, which are often declared invalid due to a lack of interest in the lots. A comparison of the total area of lakes in the Tyumen Region and the total area of fish farming areas allocated to fish farms revealed significant potential for developing entrepreneurial activity in this area. However, difficulties with its implementation exist, primarily due to natural, climatic, and economic factors. Further development of the industry in the region requires a comprehensive approach that combines financial, economic, scientific, technical, administrative, infrastructural, and environmental measures.
