In the context of growing geopolitical and technological challenges, the importance of innovation development in defense-industrial complex (DIC) enterprises increases as a foundation for technological sovereignty and national economic resilience. This article examines the theoretical and methodological aspects of monitoring innovation activity in DIC enterprises, identifying the limitations of existing approaches based on fragmented and unstructured indicators. Considering the specific features of the sector — such as a high share of state contracts, classified development conditions, and the strategic priorities of import substitution and digitalization — the need to develop an integrated indicator system is substantiated. The aim of the study is to build a multi-level model for comprehensive assessment of innovation activity. The proposed system includes indicators of digital maturity, scientific, and technical output, and the level of localization of technologies. The article outlines principles for aggregating these indicators into an integral index. The practical application of this system can improve the quality of managerial decisions aimed at strengthening innovation capacity and technological independence in the DIC. Conclusions are drawn about the prospects of integrating such monitoring tools into the digital management framework of industry enterprises.Keywords:
