Abstract:

The study focuses on the organizational and practical implementation of an integral methodology for assessing the effectiveness of the public procurement system. The purpose of the study is to develop an organizational framework for applying the integral methodology and demonstrate its practical relevance using real data. The scientific novelty lies in the author’s proposed methodology, which showcases its universality for application at both federal and regional government levels. The methodology’s adaptability is highlighted, allowing for the use of different data depending on monitoring objectives. As part of the study, adjustments were made to the methodological stage of calculating the aggregated indicator L2 to eliminate mutually exclusive variables. The practical significance of the methodology is demonstrated using real data. The statistical basis for the methodology includes archival records of procurement activities from the Yamalo-Nenets Autonomous Okrug, St. Petersburg, and the regions of Kaliningrad, Arkhangelsk, Novgorod, Pskov, Leningrad, and Vologda, as well as the Republics of Komi and Karelia. The integral indicator was computed using a function written in Python. This methodology has potential for further implementation and application in the comprehensive evaluation of public procurement efficiency, as well as in monitoring and improving procurement practices.
