Abstract:

This article commemorates a landmark event for the entire legal community—the anniversary of Viktor Egorovich Sevryugin, an Honored Scientist of High Technologies of the Russian Federation, Distinguished Lawyer of the Russian Federation, Honored Scientist of Khanty-Mansi Autonomous Okrug–Yugra, Honorary Educator of the Kyrgyz Republic, Colonel of Militia, Doctor of Juridical Sciences, Doctor of Encyclopedic Sciences, and Professor. V. E. Sevryugin’s immersion into teaching in the 1980s marked the starting point for his extensive research in administrative law and procedure. Viktor Egorovich pursued his scholarly work during a challenging period for Russian statehood—a time of reforms and fundamental restructuring of the core principles of safeguarding and protecting human and civil rights and freedoms—and continues to contribute to education and science today. The article highlights the key milestones of V. E. Sevryugin’s recent research, focusing on the development of administrative law and procedure, issues of public administration coordination, and constitutional reform. It emphasizes the unique value of his scholarly contributions to the advancement of domestic administrative procedural law. His academic insight and incisive analysis of pressing issues consistently offer constructive ideas for improving administrative and constitutional legislation. The opportunity to explore the full spectrum of V. E. Sevryugin’s works—from his earlier writings to contemporary studies—holds significant value for researchers in administrative law. His works provide clear explanations of key concepts and categories in administrative law and procedure, analyze challenges in the application of sectoral norms, and propose solutions to enhance their practical effectiveness.
