Abstract:

This article highlights the basic legal grounds of transfer and finances circuiation creating a blood system of civil turnover in contemporary economy. By virtue of historic, legislative, and scientific factors, two-pronged regulation system is gradually being formed. It is subdivided into loan and credit area and that of rest of streams of money such as payments for goods and services, restitutions, and investments, where the point of incentives consists in lability for overdue money transmission. The best results are achieved in condition of improvements of lawmaking process, juridical practice, including arbitration activities, scientific contributions. The new forms of financial lendings inevitably emerge in turnover together with solicitations of legal resolution thereof.
