Abstract:

Local self-government in the Russian Federation is going through another stage of its reform due to the constitutional amendments of 2020. Because of that, local government bodies together with state authorities are included in a single system of public authority. Such a constitutional provision introduces significant changes in the functional activities of local government bodies, and also changes the system of their interaction with state bodies. At the same time, the quality of interaction between the named units of the single system of public authority largely depends on their involvement in the implementation of the national development goals of the Russian Federation, which are determined by the President of the Russian Federation, namely, RF President’s Decree No. 309 “On the national development goals of the Russian Federation for the period up to 2030 and for the future up to 2036” of May 7, 2024. The authors analyze the possible participation of local governments in achieving the national goals set by the head of the state, on the basis of which some problematic aspects of prospective law enforcement practice are identified. Based on the results of the study, it is concluded that despite the attempt of the federal government to form a solid and long-term constitutional and legal basis for building a unified system of public authority, there is still no proper attitude and understanding of the important role of local governments in achieving the indicators of national development goals, in particular, solving issues aimed at further strengthening the state, cultural, value and economic sovereignty of Russia, increasing the country's population and improving the standard of living of citizens, etc., which undoubtedly raises the question of the achievability of the goals declared by the President of the Russian Federation in the fastest and most effective way.
