Socio-economic changes in Russian society necessitate the study of not only theoretical, but also practical problems of adaptation and activity of small business in the interests of the country and its regions. The relevance of the study is explained by the need to analyze the features of small business development using the example of the Moscow megacity, a leader among Russian regions in the field of small business. The scientific novelty of the study lies in the assertion that qualitative positive changes require a prolong period of development of the modal consciousness of the main participants in small business and a favorable external and internal entrepreneurial environment.The influence of various factors on the processes of small business development is substantiated from the position of a neo-institutional methodology, which assumes the strengthening of the role of the human factor as the main economic resource. The empirical basis of the study was sociological surveys (quantitative and qualitative) conducted by the authors among the main participants in small business in Moscow over the last ten years. As a result of the study of small business reference groups (confirmed by the results of other sociological studies), it was revealed that state regulation and support for small business require significant changes to increase the social responsibility of all its actors. The management of socio-economic processes of small business development in Moscow also needs transformation from a position of strengthening social justice for the activities of individual entrepreneurs and other economically active citizens.Keywords:
