The diversity of government forms is determined by various circumstances and factors that influence the national system of public authority organization, especially the functioning of the highest bodies of state power and administration. Research into the essence of government forms is impossible without accounting for the circumstances and conditions that predetermine its national model of public administration. The circumstances and conditions of establishing these government forms can be classified according to various grounds and criteria. Generally, all such factors can be grouped into objective (external) and subjective (internal). This article analyzes the role of such circumstances and their significance in the formation of the national model of public administration. Additionally, the paper identifies the factors which have a significant impact on the Russian form of government. Thus, the following factors significantly affect the national model of public administration: the territorial dimensions; historical and political conditions for the development of the Russian statehood: the features of the multinational composition of the people: the level of its legal consciousness. All that predetermines Russian specificity and characteristic features, expressed in the centralization of public administration. The results show that accounting both objective (external) and subjective (internal) factors will lead to consistent legal reforms aimed at optimizing the process of public administration and improving the quality of life of the Russian citizens.Keywords:
