The problems of the federalism development imply the evolution of relations between the federal center and the subjects, the relationships of which are based on the principles and parameters of their interaction and cooperation written in the constitution. However, the currents state of the development of federal relations can be characterized by stagnation. It explains the importance of the issues of economic prosperity and the development of social infrastructure in the constituent entities of the Russian Federation, the interaction of federal and regional government authorities, as well as local self-government and the division of powers between them.
All this speaks of the need to develop a clear concept of regional policy in the Russian Federation, which should be based on the strategic vectors for the development of the model of Russian federalism. Since the adoption of the Constitution of the Russian Federation, the President has issued decrees of 1996 and 2017 establishing the basis for regional policy, taking into account the political situation of the relevant period of their adoption.
Based on the analysis of presidential decrees, the author concludes that it is necessary to develop a doctrinally sound concept of regional legal policy in the Russian Federation. At the same time, the regional policy itself must be based on the norms and provisions established by the Constitution of the Russian Federation, which in turn requires the introduction of appropriate changes and additions to it.
Such a concept of legal policy will aim at harmonization of social processes in the constituent entities of the Russian Federation, stabilization and alignment of the socio-economic and political-legal situation as a whole across the country by means of a balanced approach to solving important strategic tasks in accordance with the provisions of the foundations of the constitutional system.
