The emergence of a new Russia began, which differs from the Soviet and pre-Soviet, yet still Russia. It is time to discuss the main differences of the emerging Russian society and its regional communities from the “transit” ones. It is also time to understand how the regions of Russia can respond most adequately to the great challenges that it has already faced at the present stage of the global development, and which are already named in the new Strategy for Scientific and Technological Development of the Russian Federation (2016). There, the task of building an “integral national innovation system” (NIS) is sparingly, but capaciously formulated. The results of many modernization studies under the program “Problems of the Sociocultural Evolution of Russia and Its Regions”, presented in hundreds of publications and summarized in the “Atlas of Modernization of Russia and its Regions”, allow to draw an important conclusion: NIS of Russia can become integral and effective if it grows out of regional innovation systems (RIS) as the primary level of NIS. This article contains a description of the main elements of RIS and ways of their development, rooting in the socioeconomic, sociocultural and administrative practices of the regions, taking into account the cultural and historical characteristics of each region.
