The article analyzes the current approaches assessing the level of countries’ innovative and technological development. We prove the necessity to supplement the conditions for monitoring and forecasting system and the results of innovative development of the Russian international indices. The monitoring system of indicators for innovation and technological development is proposed, allowing the administration of the national innovation ecosystem. The meaningful forecasting of the innovation and technological development level is only possible by the system of innovative potential, process, and outcome indicators. The system of complex indices allows us to describe the place of Russia in the world economy at the level of innovation and technological development. It can be used by the Ministry of Economic Development of the Russian Federation, other ministries and departments, as well as think tanks shaping the state policy in the sphere of innovations, assessing the implementation of the policy, amending the adopted strategy of Russia’s innovation and technological development.
