The article considers the expansion of the theoretical approach to the composition of the resources of the regions’ social sphere as a set of material, institutional, and administrative conditions for improving the quality of life. On the basis of systematization of methodological approaches for assessing the impact of social dynamics of the quality of life, the authors offer their own direction of the analysis for the identification of efficiency of existing infrastructure conditions from the perspective of the ultimate goal. The approach for assessing the consistency of integrated quantitative index (on the basis of the coefficient of concordance) was developed describing the transmission interconnection links “objects of social infrastructure — social services — quality of life parameters of the population”. Determination of static and dynamic integrated monitoring indices, characterizing the system of private indicators, change their consistency allows to determine not only the advances and limitations, but also to strengthen the institutional and administrative measures to implement the provisions improving the quality of life of the Russian Federation population.
