The article convincingly shows that the formation of a system of coordination and management of the processes of development of ethnotourism presupposes not only the existence of common and special issues in positioning tourist-recreational sphere of KHMAO-Yugra, but also the formation of a three-tiered integrated system of regional tourist cluster, highlighting the specifics of the development of ethnotourism, the consolidation of coordination functions for the relevant institutions, and the definition of the recommended sequence of focal points forming the elements of each of the three levels of Yugra ethnotourism.
The purpose of the article is to analyses the general and special problems of the development of ethnotourism in Siberia and KHMAO-Yugra, to identify possible solutions to these challenges, and to make proposals for a system of coordination and management of the development of ethnotourism in KHMAO-Yugra.
In the process of the research, the authors have used the scientific methods of socio-economic and cultural-historical analysis of processes of development of tourist-recreational sphere and the means for the comparative analysis of the experience of the organization of ethnotourism in various regions of Siberia and the regions of compact residence of Finno-Ugric peoples.
The results include the identification of the basic elements of the natural and socio-cultural potential of tourism development in the Siberian regions and KHMAO-Yugra, the problems of this development, and the main ways and methods of their solution, with emphasis on ethnotourism.
The identified characteristics of the broad zone of the Russian regions with shared cultural-historical and socio-economic destiny allowed determining the special position of KHMAO-Yugra among the regions of this zone. The structured three-tier model of the tourism cluster led to defining the specific sequence of action focal points forming the elements of each of the three levels of Yugra ethnotourism.
The article provides a holistic view on the state of the tourism potential, both in theory and practice, which allows not only to objectively assess its condition, but also to determine the overall ways of development of ethnotourism in KHMAO-Yugra.
