The article describes the work of the Federal Council of the Federal Assembly of the Russian Federation aimed at assessment of the Russian language proficiency among migrants; different spheres of the relevant upper chamber’s work for dealing with the situation are also considered. Constitutional norms and analytical work of the Federal Council are taken as an example to display the problems that can arise concerning protection of linguistic minorities’ rights.Keywords:
