Abstract:

The Tyumen region apart from its autonomous districts is one of regions with the highests rates of development in Russia. For the last 8 years not once it has been the leader in the rates of Industrial Production Index increase. The investment climate in the region is still quite favorable even taking into consideration the recession and sanctions imposed by the leading world economies. Whether it is a simply local effect or the authorities of the region have the formula for success is a topic of the current article that is based in statistics and publications of representatives of the region’s economical sector. The article demonstrates that the benefits provided by the oil and gas rent can and should not only be saved “for a rainy day”, but also used for real industrialization in not the richiest oil and gas regions of Russia. In this article it is possible to see how during more than 20 years the technologies of administrative, or “manual” control have been evolving. These technologies have both positive and negative effects, and they are most clearly seen in the Tyumen region.
