Abstract:

The article stresses that restructuring the system of labour force is compounded by legal, economic, and social difficulties, as well as by the contradictions that exist in the legislative and standard legal support. The purpose of the article is to analyze the problems and tasks of skilled workers' training, to evaluate the legislative decisions, and to provide the proposals concerning the priorities of the development of professional education in Russia. The author uses methodological and socio-pedagogical analysis to study the processes of restructuring the system of vocational training. The study also involves the use of comparative analysis to explore the experience of integration of initial and secondary professional education in various regions of the Russian Federation, as well as the methods of content analysis of different legal acts. The problems of staff training are outlined and the evaluation of the adopted legislative decisions is given. The problems hindering the successful training of skilled workers are formulated; the experience of integration of initial and secondary professional education in the Russian regions is considered. The premises preceding the adoption of the Law 'On Education in the Russian Federation' being analyzed, the author reveals the basic contradictions in the legislative and regulatory documents concerning the system of professional education. The paper presents a comprehensive study of the negative impact the abolition of initial professional education (in accordance with the Federal Law) may have on the quality of skilled workers' training. The article gives a holistic view of the current state of professional education, both in theory and practice, which does not only allow to objectively evaluate the state of professional education, but also helps to outline the directions for the development of secondary professional education. In addition, the detailed proposals are presented as for the fulfillment of the priorities of the development of professional education in Russia.
