Issues of legal regulation of disciplinary responsibility and moral denouncement of municipal officers for violation of duties concerning legislation on corruption

Abstract:

The article is devoted to the problems of legal regulation of the disciplinary responsibility and moral denouncement of municipal employees for corruption offences and conflicts concerning compliance with the norms of the Federal Laws «On corruption counteraction», «On municipal service». It is efficient to unify the maintenance of the basis of dismissal in connection with loss of confidence for municipal and civil servants. In the Model code of ethics and official conduct for officials of state of the Russian Federation and municipal employees it is necessary to define legal status of moral denouncement, forms of its removal, limits, validity period and to concretize legal consequences of moral denouncement.
