Abstract:

The author of the article has repeatedly addressed this topical issue. Formation problems of a law-governed state in the context of political system modernization and declared reform, on the basis of key principles of constitutionalism, democracy, respect and protection of the rights and freedom of a person and a citizen are considered in the article.
