Abstract:

The purpose of this work is to develop practical recommendations for improving the mechanism for municipal sustainability of a single-industry cities. The subject of the study are the economic and administrative relations in the functioning of single-industry cities, problems (which became strained at the peak of the aggravated financial and economic crisis of 2008-2009) indicate the need for a new conceptual approach for single-industry towns to enter the path of sustainable development. The reason for it is that the measures of state policies, adopted in the management of single-industry cities, do not contain adequate methodical specificity, complexity and poignancy of the problem, ways to eliminate “narrow” places of single-industry cities, which should focus on the standard of living as on the main resource of single-industry city. In the course of the study we are to develop a mechanism for sustainable selfdevelopment of a single-industry city resource support, which contains of the financial resources of the local budget, because towns play a key role in meeting the challenges of sustainable development of the regions and the state as a whole. It keeps the task at the municipal level through local control levers up to date, to ensure the socialeconomic growth in the area. A mechanism of sustainable development of single-industry towns was proposed and tested to solve the problem by ensuring the maximal efficiency allocating the budgetary resources, which were achieved as a result of the standard of living index, which was considered in the share of the city budget, its expenditure, to be more exact. Thus, the standard of living index, as a set of individual criteria, is detailed to the level of expenditure in the budget, so that, through the use of the analytic hierarchy process and solution of the optimization problems by identifying the optimal structure of budget expenditures of a single-industry city, which provides the highest increase in the standard of living index. The efficiency of the municipal fiscal management of the city was estimated, which gives all the rights for management to the social-economic coalition of a sigle-industry city.
